Vintage Gnome Figurine/Ornament (Steiff?) saving

This vintage gnome figurine is made of rubber, with a jointed head and arms and mohair beard. The hat has a hole and loop in it for use as an ornament, but the gnome stands upright on its own and can be displayed on a tabletop as well. It looks like a certain line of Steiff gnomes and I believe it is, but there is no tag or other makers mark and therefore I saving can not confirm it.
